Commissioner
Kevin P. Markey was elected to the Commission representing District 4 for a term beginning November 2020. He was admitted to the Florida Bar in 1988 and is licensed to practice in all Florida State Courts. Mr. Markey is also a member of the (1) Business Law, (2) Real Property, Probate, and Trust law and (3) Administrative law sections of the Florida Bar.
In addition to previously serving as Assistant City Attorney for Cape Canaveral and general counsel to the Titusville-Cocoa Airport Authority, he has provided legal services for the municipalities of Cocoa, Melbourne, Melbourne Beach and Indialantic, and currently serves as general counsel to Eastern Florida State College. He has also served as lead real estate counsel to local financial institutions, having primary responsibility for closing their commercial and residential loans, and currently is a member of the Board of Directors of Community Bank of the South with locations in Merritt Island, Rockledge, and Cocoa, Florida.
Mr. Markey has a Bachelor’s of Science Degree in Finance from the University of Florida, a law degree with honors from Florida State University, and has lived in Brevard County for over 50 years. He and his wife Julie graduated from Merritt Island High School, and they have two children who also grew up in Merritt Island.
Established in 1939 by a Special Act of the Florida Legislature, the Canaveral Port Authority operates as an independent governmental agency, managing Canaveral Harbor, which was officially dedicated on November 4, 1953. The Canaveral Port District, encompassing central and northern Brevard County, is divided into five regions. Each region elects a representative to the Canaveral Port Authority Board of Commissioners, the governing body that oversees the Port’s fiscal, regulatory, and operational policies. Commissioners are elected at-large for four-year terms, with elections held every two years to rotate no more than three seats at a time. These public servants receive a modest salary for their dedication to guiding the Port’s development.
Public Meetings
The Board of Commissioners meet with some exceptions on the last Wednesday of the month, ten months a year. The meetings are held in the Port Authority Commission Room at Port Canaveral. These meetings are open to the public, with agendas posted online in advance. For accessibility, meetings are also broadcast live and available on demand through the Public Meetings page and social media.
Leadership and Operations
While the Board sets policy, the Port’s Chief Executive Officer and staff manage daily administrative and operational responsibilities, ensuring smooth and efficient Port operations.
Financial Stewardship
As a governmental body, the Canaveral Port Authority has the ability to issue bonds, set Federal Maritime Commission-regulated tariff rates and secure government grants. The Authority also has the power to levy ad valorem taxes within the Canaveral Port District. However, in 1986, the Board of Commissioners unanimously voted to cease collecting these taxes after the Port became self-sufficient—a status it has proudly maintained ever since. Today, the Port relies on revenues generated from thriving businesses, including cruise operations, cargo shipping, land leases, and park services.
